Human Resource & Administration Officer

The Methodist Church in Singapore (MCS) is a connectional church comprising the General Conference, three Annual Conferences, local churches, and various agencies and organisations. The General Conference (GC) is the highest body of the MCS, responsible for legislation, policy, and the overseeing of its various agencies, including the programme agencies responsible for education, missions, and welfare services.

We have a vacancy for Human Resource & Administration Officer.

Job Summary
We are seeking a proactive and detail-oriented Human Resource & Administration Officer to support the day-to-day Human Resource and administrative operations of the organisation. Reporting to the HR
Manager, you will play a key role in delivering HR operational support across the employee lifecycle, including payroll administration, onboarding and offboarding, learning and development administration, staff welfare initiatives and HR records management.

In addition to HR responsibilities, you will provide administrative support for office operations, procurement, budget monitoring, facilities coordination and organisational events to ensure the smooth functioning of the office.

Key Responsibilities

Human Resources

  • Administer monthly payroll processing and annual IR8A submissions.
  • Support employee lifecycle activities, including onboarding, offboarding and HR documentation.
  • Coordinate Learning & Development administration, including training records, programme logistics and reporting.
  • Administer staff insurance and maintain accurate HR records.
  • Coordinate staff welfare initiatives and employee engagement activities.
  • Ensure compliance with MOM regulations, employment legislation and internal HR policies.
  • Support HR projects and perform other HR operational duties as assigned.

Administration

  • Provide day-to-day administrative support to ensure smooth office operations.
  • Assist in administration budget monitoring and procurement of office supplies.
  • Manage incoming correspondence, telephone enquiries and office documentation.
  • Coordinate logistics and administrative support for meetings, training programmes and organisational events.
  • Support the administration of organisational publications, certificates and office records.
  • Perform other administrative duties as assigned.

Job Requirements

  • Diploma in Human Resource Management, Business Administration or a related discipline.
  • Minimum 3 years of relevant experience in Human Resources and/or Administration.
  • Experience in payroll administration will be an advantage.
  • Proficient in Microsoft Office applications, particularly Excel, Word and PowerPoint.
  • Demonstrates digital literacy and is comfortable using Artificial Intelligence (AI) tools to enhance productivity and improve work processes responsibly.
  • Strong organisational and administrative skills with excellent attention to detail.
  • Able to manage multiple priorities, work independently and meet deadlines.
  • Good interpersonal and communication skills with the ability to build positive working relationships across all levels.
  • High level of professionalism, integrity and discretion in handling confidential information.
