Senior Facilities Management Executive

The Methodist Church in Singapore (MCS) is a connectional church comprising the General Conference, three Annual Conferences, local churches, and various agencies and organisations. The General Conference (GC) is the highest body of the MCS, responsible for legislation, policy, and the overseeing of its various agencies, including the programme agencies responsible for education, missions, and welfare services.

We have a vacancy for Senior Facilities Management Executive.

Responsibilities and Duties

  1. Budgeting
  • Prepare the annual budget for the Methodist Centre, JWC, ESPA, 8@MS, 7 Cotswold Close, 404/A/B Telok Blangah, 79/A Wishart Road for the Property Administration Manager review.
  • Assist the Property Administration Manager in preparation of the annual budget for all other commercial investment properties held.
  • Assist the Property Administration Manager to prepare the annual maintenance and Sinking Fund Budgets.
  • Monitor and ensure that the maintenance and sinking fund expenditures incurred for the maintenance and upgrading works for the management and maintenance of the property and facility is utilise within and Financial Year.
  • Support the Property Administration Manager in budget tracking and variance reporting.
  • Assist the Property Administration Manager plan, implement and manage any upgrading work.
  1. Financial and Documentation (Contract management and performance)
  • Manage the end-to-end procurement process for term contracts, repairs, and upgrading works including preparing papers for FAC/GCEC approval.
  • Evaluate contractor performance and ensure works are completed on time, within budget and specification.
  • Prepare at summary list of term contract services. Monitor the date of term contract expiry and execute the process of contract renewal. Update the summary list of term contract and ensure that Agreement is endorse upon completion of the contract renewal.
  • Ensure that suppliers and contractors submit the invoice for payment upon completion of the work. Verify and process the invoices for approval of payment upon receipt from suppliers and contractors. (WSIP).
  1. Policy: Facilitating compliancy of facilities to organisational standard or government regulations. e.g. Property and facility operational or procurement policies observance or statutory facilities codes including getting SOT signature for the relevant government documents
  1. Project Monitoring
  • Space allocations, providing adequate space use, moves and organisational churn, occupant satisfaction, repairs or renovation, helping with office relocation; and inspect and ensure building or basic facilities functioning well and dealing with emergencies as they arise.
  • Attend to occupant’s feedback relating to Building and M&E operations to ensure the smooth operation of all Building and M&E services.
  1. Process Improvement
  • Assist with improvement or updates of policies and procedures or similar reports for management review, revision or endorsements, e.g. electronic procurement submission (KRIS).
  • Monitor and update of the Contract Management file to ensure timely renewal of contracts.
  1. Supervision of IT Administrator/Co-ordinator/Facilities Management Officer
  • Plan, schedule and assign the work to the Facilities Management Officer.
  • Lead, train and guide the Facilities Management Officer in the day-to-day operation.
  • To provide guidance and assist the organisational needs relating to the operational task of the IT Administrator/Co-ordinator.

Job Requirements

  • Minimum Diploma or Degree in Building/Property/Facilities Management from an established institution or university with at least 6 years of relevant working experience.
  • Strong spoken and written communication skills are required to collaborate with internal and external stakeholders.
  • Have good project management and problem-solving skills to analyse issues and recommend solutions.
  • Able to communicate effectively across many levels of committees headed by clergy and laity.
  • Able to work well independently and under tight timelines.
  • Proficient in MS Office Application (Word, Excel, Powerpoint).
  • Source for competitive quotations in the supplier selection process for estates, property and facility improvement, maintenance, upgrading and repair works.
  • Involved in planning and implementing R&R, A&A and defect inspection/rectification works.
  • Manage and supervise vendors or contractors to ensure project completed within stipulated timeline, budget and fulfil contract obligation and specification.
